If you are in a line...

...behind two people, but only one is buying something, until on an impulse the second buys a Sprite and candy after their friend is done, does that count as cutting you in line? Or since they were standing there was that their rightful place? (consider: we often get in lines depending on how many people are buying things in front of us)
