If you were given control...

...of creating a kingdom, and you weren't allowed to serve as King, but could appoint anyone who has lived in the last 500 years to the position (king or queen), who would you choose?

Appointment by lottery, with a new king every year. Every person in the kingdom is eligible and no one can refuse appointment or challenge the appointment of another. By default, everyone would want a healthy, well-educated, morally grounded society from which any member could aptly serve. Because you're only king for year, you must live with the consequences of your actions and your rule. Oh yeah, and you don't get paid for that year. You must rely on the good will of your subjects for food, clothing and shelter.
