Where I live I think most American's living here would stay if Internet and cell phones stopped because both these things are fairly new. Cellphones are widespread throughout the African continent, the internet, however, is still accessed mainly in cafe's, more widespread in the past 5 years.
As for electricity, I'd stay if it left, I rather enjoy our frequent blackouts.
