More often than not...

...is the person who gets promoted in any job usually the one who is the most skilled or the one who acts the most confident (or boast) in the skill they have?

I would say those who are more confident. I guess because when an employer is interviewing someone, confidence exudes trustworthiness. Perhaps? Maybe not so much trustworthiness, but the person may put the employee at ease in a way.

I don't think that at all made sense...but I tried.

i think it depends on the boss. that's the person in charge of promotion and therefore, that person decides the rules.
